Citizen participation in energy communities

The ''Clean Energy for all” package (EC 2019) wants to bring actively new participants in energy transition, especially households, SMEs, public organizations. Large participation is a way to overcome many obstacles like accessibility and leverage additional renewable production units. One mean to organize (potentially) large-scale participation is the energy community. An energy community is a legal entity that can produce, store and sell renewable energy in a local perimeter.
In a nutshell, the idea is to extend the notion of self-consumption i.e. consumption of its own production, from individual ''prosumers'' to a group of agents, the community.
